The size and nature of the welfare problem

A question I have been trying to answer for a long time is, how many children growing up in benefit-dependent homes are at risk of experiencing health or developmental problems? I came across a report at the Ministry of Social Development website that sheds some light on an answer. Here is a piece I wrote about it last week.
