While searching for how many individuals go through the Youth Court (to put the 'worst 1,000 offenders' into context there are roughly 7,000) I came across this;
And in case you are wondering, between 2002 and 2007, the number of convictions for violent offences rose by 29% and the number of convictions for traffic offences rose by 28%.

Aha ... failing education system, non full employment economy ... too much time on one's hands, minimal skills, no routines, poor impulse control ....
The simplest means of redressing this problem is returning to the goal of a full employment economy ... parents working immediately establishes routine in their children ++++
We are but a small country rogered.
