Juror lists

Is it any wonder people are reluctant to do jury service when you read a story like this. Is it standard practice for a district court to mail the names of jurors to the defendant? It looks like the only mistake the court made was to omit a covering letter which I am assuming tells the recipient that the information is confidential.
