I agree with macdoctor about WIINZ because of the slogan with the term "clients". The newspeak rules requires people who have no options to take their "business" elsewhere be treated as "clients" rather than beneficiaries. Its a great business that has a guard on the door to keep "clients" out. I hope I'm wrong but ...
Anon@3:16 the term "clients" has been introduced by the PR experts in the hope that it will change the attitude of staff to those they despise. You see it used by cut price airlines for the same reason. As to armed guards, they are needed because the PR doesn't work.
I often wonder what the target audience is for this stuff. The people I know roll their eyes when I mention it and the "clients" per se are only interested in the money. Is it a case of, if they say it often enough, it must be true?
In no way do I endorse the use of violence against public servants, but, having dealt with obnoxious front line staff in my time, I can understand why some people lose the plot.
As for the "WINZ security guards" they remind me of the grossly overweight and aggressive black clad american airport security staff I have had the misfortune to displease on my travels.

I'd say ACT, but fear this is a trick question.
MSD - but every major state sector agency is doing stupid nonsense like this
Looks like garbage from WINZ - but it could be from almost any government department.
