Half of NZ 15 year-olds sexually active?

A Massey post grad researcher told the Herald on Sunday,

"About half of New Zealand 15-year-olds were sexually active..."

What is the source for that?

Some googling turns up this from the Ministry of Health,

"Studies suggest that by the time they reach 15 years of age, about 10–30 percent of New Zealand young people have had sexual intercourse....There is evidence that a sizeable minority of New Zealand teenagers have had sexual intercourse before they reach 16 years of age...A 1986 study of 15-year-old girls living in Wellington’s Hutt Valley found that 29 percent had experienced sexual intercourse (Lewis 1987). Just under 2 percent of the group had first intercourse a age 12, while 12 percent had first intercourse at age 15. A similar study of 16–19-year-olds attending an urban coeducational high school found that 22 percent of students were sexually active before age 16 (McEwan et al 1988). When assessed at age 15 in 1992, 8.5 percent of young people in the Christchurch Health and  Development Study reported having had sexual intercourse at least once (Lynskey and Fergusson1993). Girls (10.2 percent) were more likely than boys (6.8 percent) to have had sex. A year later, at age 16, a quarter of the sample reported having had sexual intercourse (Fergusson et al 1994)."

Add to that information the latest research into the falling teenage birth rate finds:

"Delaying becoming sexual active among school-aged teenagers is an important factor in the declining teenage birth rate in New Zealand."
According to the Herald on Sunday the researcher thinks the reason HPV vaccination rates are low amongst Pakeha is a belief that "white girls don't have sex".

That would be a stunningly stupid idea but exaggerating the incidence of it doesn't aid her cause.

Family First's Bob McCoskrie has also pointed to the following quote from the University of Auckland's  The Health and Wellbeing of NZ Secondary School Students in 2012,
Approximately three-quarters of students have never
had sexual intercourse. Twenty-five percent of male
students and 24% of female students reported ever
having had sex

Yes, it did seem to overreach a bit. The comments were less data driven than I would expect from a PhD candidate. The reporter may have put their spin on it of course.

The Lower Hutt DHB funds a kids centre in Upper Hutt that was quite happy to equip my 13 year old step daughter to be sexually active with a 15 yo drop kick her friends told her to stay away from. When cool and trendy adults are encouraging kids to do stupid things the kids are up against it.

No Bob, we are not state assistance seeking type people and the young lady quickly gave up doing stupid stuff when she realised for herself, as opposed to being told, she was just being used. It came to a head when we found the pill in her bedroom after she had a tanty and left home for 5 minutes. It was never a relationship and she is far to chicken to ever move out. I was annoyed the college would have a this pack of disfunctional progressives on the grounds. More mature college kids thought the clinic(?) staff were losers but that doesn't help the young and impressionable.

I wasn't questioning your state assistance :-)
I was wondering whether she was receiving an independent youth benefit.
We are aware of a number of cases of 16 year olds moving in with their boyfriend against their parents wishes and receiving the IYB to fund their behaviour!

No Bob. She was not getting an independent (that's a laugh) benefit. Home is a nice supportive place and she knows when she's onto a good thing.

Bob implies that welfare is being used to support sexual relationships parents may not approve of. This unfairly blames teenagers for receipt of a welfare, when in fact their parents are the real issue.

Without this payment we would have minors either leaving school early, committing crimes, pimping themselves out to survive, or remaining in abusive homes.

Good thing these teens Bob has heard of have someone to comfort them sexually after they leave home.

The Youth Payment (it hasn't been called the IYA for some time) is only available to youths who can prove there has been a breakdown in the relationship with their parents. It is just over $170/wk so hardly enabling of anything.

Applications are strictly vetted (usually it takes over a month and includes a visit to the family home), and the payment is then subject to conditions, such as attendance at school or similar.

Additionally, only a small portion is given in cash. The remainder pays utilities direct and is loaded onto a payment card for purchasing groceries etc.

A less 'attractive' proposition than it was in the past.

How were these surveys conducted?
I ask because many years ago our class was surveyed on sex. Needless to say, most of us lied to impress the others or to have fun. The actual rate was only a fraction of what the students claimed. These teenage sex surveys strike me as being inherently inaccurate.

No - not implying it. Stating a fact. It is being used in that way.
What is NOT true is that it is "only available to youths who can prove there has been a breakdown in the relationship with their parents."
In the many cases we have heard of, it's only the youth who stands to gain financial support from the state that believes there is a breakdown!!
This is the real world.
