Another child murder displaying predictable risk factors

Another child murder with all the predictable risk factors:

1/ Child living with 'stepfather'
2/ CYF pre-involved
3/ Inter-generational family disruption
4/ Lives in South Auckland
5/ Living in a state house

And I am guessing

6/ Born onto a benefit
7/ Maori ethnicity involved

There are numerous 'Martins' with gang affiliations and Maori blood. Check out Sensible Sentencing's violent database. Here's one with coincidentally the same Christian name as well.
Waikato police are hunting a man in regards to a sexual assault. A warrant for the arrest of Michael Martin, 33, was issued by the Te Kuiti District Court on May 23, but has not been found. Police believe he had friends who are assisting him avoid arrest. "Anyone found to have aided Martin can expect to face charges," says Det Paul Galletta of Te Awamutu police. Martin is described as Maori, 169cm tall, of medium build, and a gang member.
In which case add another possibility

Iain, I am inferring there is inter-generational broken families because there is no mention of the grandmother and CYF judged the great Grandmother unable to provide a safe environment to care for the younger baby. There doesn't seem to be an arm of the family that is able to care for the younger sibling as she is now with "an approved CYF caregiver." It's possible my interpretation of an approved caregiver as not being family is wrong though.

If poverty is the precursor to violence, how do you explain why 90% of New Zealand's poor do not murder or beat or abuse their children?

Anon, re poverty. The median weekly income for Maori at June 2011 was $459. For Asians it was $405. Asian children don't feature heavily in maltreatment or death by maltreatment statistics. Why the difference?

Why wouldn't the most significant precursor to violence be the perception that there is no ability nor motivation to change your circumstance?
