Less freedom to operate

Katherine Rich is smarter than many in National BUT she went wet on welfare and got dropped for it and now she is going wet on education.

Key said education spokeswoman Katherine Rich was not in favour of bulk funding and the party was considering her position. No formal decision had been made and the matter had yet to go before caucus.

The issue that sinks bulk funding is that many teachers despise the thought of it. They claim "the children will suffer". As they can ensure that the children will suffer, teachers send the message to parents that bulk funding will impact negatively on their child. Game over.
