It should take responsibility for only those functions that had to be centrally controlled, such as foreign affairs, defence and justice.
What I don't understand is why he insists on constantly criticising Rodney, who is the most libertarian MP in parliament. A little less of that particular refrain would be nice.

Thats an improvement over his old stance that compulsion was the way to go in so many other areas....whats he been reading?
Rodney needs to stand down as leader but keep a high position or become co-leader or deputy leader to someone like Heather Roy - he's seen as damaged good, not serious enough.
For the sake of the ACT party he should make the changes now.
