Anyone can start one, with little capital outlay or ongoing costs and say what they like on it.

Andrei, a "token" anything implies being chosen or given permission in some way. But as you say anyone can blog.
There is more sexism in the UK but it runs both ways. Men and women are more prone to stereotyping each other and it's a comfort thing. They have far more history of doing it. I think the writer is indulging in a very British form of flirting.
