If the purpose of welfare is control (of behaviour) it would appear that the government is quite happy to have very bad behaviour or it would take away the carrot when bad behaviour is seen. I tend to think that government increases to benefit government - people who have a passion about being in control flock there. Such people should never be in charge of anything and if welfare is a social contract there should be penalties for being in breach of it.
