Rather than "MSD: no desired outcomes achieved" it seems to me MSD has achieved what to some would be an enviable situation. No job losses for the apparatchiks. In fact, if the figures quoted in the next story ("why we cant trust RNZ") are true,then its boom time for MSD with the creation of 263 more positions for front line staff. Past images of people lining up for food parcels at MSD offices might be misleading and its the jobs they're after. There might be some truth in Parkinson's Law after all which suggests "Work expands to fill the time available for its completion."
