It is quite obvious that the welfare state hasn't worked. Since it's inception more and more money has been thrown at the so called down trodden and poor however, according to those from the Left the situation is as bad as ever, if not worse. Why then should we waste money on the hopeless. If we weren't so benevolent, perhaps welfare would not be seen as a way of Life and people would actually consider the consequences of their actions rather than thinking that ther would be a welfare net to support their foolish choices.
