I guess the reason that I think that a black market would be small is that cannabis and opiates inebriate, and smoking doesn't. Unless a person is already addicted, they just don't have the same incentive to seek out black market supplies. Also, the health hazards of smoking are emphasised in the media, compared with the (false) view many people have of marijuana as being fairly harmless. This factor might have a small impact. I agree many people would not give up, but they would be treated humanely, and new smokers would have a very difficult time starting (my major aim). Thanks for joining the debate!
