The welfare state is unsustainable economically, socially and morally.
Because clearly thats a sole parent with no children under the age of 6, and the herald wanted a factual story with absolutely no emotive connotations... clearly.. ;-)
Perhaps the child is actually a 12 year old with dwarfism?
