George Osborne, British Chancellor of the Exchequer speaking about limiting the number of children benefits would cover.

"How can we justify that people in work have to weigh up the costs of having another child when those out of work don't?"

I'm still not convinced that our own government's policy is anywhere near strong enough in this area.

Thor 42, "Our government's policy" is to work test the parent when a child added to a benefit reaches 1 year-old (if the older siblings are school age). I agree, it's not strong enough.
Time-limiting welfare availability over a lifetime is clear and simple (with capped exemptions for outliers).
